Quick answer
Who issues a solvency certificate in Delhi?
In Delhi a solvency certificate is issued by the Sub-Divisional Magistrate of the area where you live or where the firm is located, on the basis of salary, income tax returns or property, and applications go through e-District or a Citizen Service Centre. Banks also issue solvency certificates to their own customers. A CA issues a net worth certificate, not this one.
- SDM route: salaried, government servant or property basis
- Property basis: issued up to 75% of the valuer's value
- Revenue Department: response normally within 21 days
- Bank route: only for the bank's own customers
What is a solvency certificate?
It certifies that the holder is solvent up to a stated sum, meaning assets or income stand behind that amount. Courts, government departments and some tender buyers use it to judge whether a person can stand surety or carry a contract.
The Delhi Revenue Department's affidavits for this certificate ask applicants to state that they have not stood surety for anyone earlier, which shows its common use in surety matters. Tender documents also print bank solvency formats for bidders.
The SDM and banks issue solvency certificates. Practising chartered accountants issue net worth certificates, a separate document; this page is information only and we do not issue either.
Bank vs SDM solvency certificate vs CA net worth certificate: what is the difference?
The SDM certificate is a government document based on Delhi property, salary or tax returns; a bank solvency certificate is the bank's comfort letter on its customer; a CA net worth certificate is a professional attestation of assets minus liabilities. Which one you need depends entirely on the wording of the demand.

How long does a Delhi solvency certificate take, and for how much?
The Revenue Department says you should normally get a response within 21 days. For property-based certificates the amount certified is capped at 75% of the present value shown in the government-approved valuer's report.
So a property valued at ₹1 crore supports a certificate of up to ₹75 lakh. Plan the valuation first if a court or buyer has named a figure. The official pages we read do not state a fee or a validity period; third-party guides mention six months' validity, so confirm with the SDM office or the authority that asked for the certificate.
What does a solvency certificate format look like?
The SDM certificate follows a fixed government template, while a bank certificate follows either the bank's own letter or the format printed in the tender. You do not draft either one yourself; you supply the details that fill it.
- SDM certificate: e-District Delhi publishes output certificate templates in English and Hindi under its downloads. The issued certificate is digitally signed and can be checked on the portal.
- Bank certificate: usually addressed to the requesting office, names the customer and the amount, states that it is given to the best of the bank's knowledge, and carries the officer's name, designation and branch seal.
- Tender format: when a bid prints a solvency format, take that page to your bank so it signs on the exact wording.
Note the amount required before you start. Asking for a certificate below the stated figure wastes the application.
How does a bank solvency certificate work?
A bank solvency certificate is a letter on the bank's letterhead, issued only to its own account holder, stating that the customer is good for a stated sum to the best of the bank's knowledge. Each bank sets its own documents, charges and approval levels.
Tender documents that print a bank solvency format usually address it to the buyer and include a line that the bank gives it without risk or responsibility. Banks may ask for property papers, a self-declaration and sometimes a CA net worth certificate before signing. Ask your branch for its checklist early, because higher amounts can need approval above the branch.
Can a CA net worth certificate be used instead of a solvency certificate?
Only where the authority accepts it. If a court order or tender says "solvency certificate from a scheduled bank" or "from the SDM", a CA certificate will not meet the condition; if it asks for proof of financial capacity in general, a CA certificate may.
When it does fit, the CA's document covers all assets and liabilities and carries a UDIN. See our net worth certificate guide for the formula and documents, and the illustrative format for how it reads.
Why do solvency certificate applications get delayed or rejected?
Most problems come from property that is not in the applicant's sole name, deeds that are not registered, mortgages, or residence outside Delhi.
- Joint or family property. The property basis wants the applicant shown as sole owner.
- Unregistered papers. Power of attorney or agreement-to-sell holdings do not show registered ownership.
- Mortgaged property. The affidavit must state it is not mortgaged.
- Old valuation. The valuer must show present value.
- Outside jurisdiction. Apply to the SDM where you live or where the firm sits.
- Earlier surety. The affidavit asks whether you have stood surety before.
Where can you get help with a solvency certificate in Delhi?
For the SDM route, start on e-District or at a Citizen Service Centre; for a bank certificate, go to your branch. If the authority also wants a CA certificate, approach a practising CA directly; our CA firms in Delhi directory lists firms factually.
Residents of the large DDA colonies to the north west can read our CA in Rohini page. Contractors usually need a turnover certificate alongside, and owners of unlisted business interests may need a business valuation to support the figures.
